The civic collection was established in 1869 to house works from closed places of worship, almost all dating from the 15th to the 18th century. In 1895, the Civic Museum was inaugurated on Corso San Giorgio, also featuring archaeological pieces from ancient Interamnia. Today, the Teramo Art Gallery is located in the neoclassical building erected in 1923 within the municipal villa gardens, intended to host the civic museum. Severely dispersed and partly damaged during World War II, the artworks of the civic collection were reassembled starting in 1979. The current exhibition includes 15th-century altarpieces, such as the Saints by Giacomo da Campli and the altarpiece by the Master of the Crivelleschi Polyptychs, paintings from the Neapolitan school of the 17th and 18th centuries, and above all, 19th-century Abruzzese works like canvases by Della Monica, Bonolis, and Celommi, as well as some creations by the great verist sculptor from Giulian Raffaello Pagliaccetti.
