La Pinacoteca was established in 1970 following the donation by the Dolceacqua painter Giovanni Morscio of a selection of his own paintings kept in his studio in Dolceacqua and a significant portion of his personal collection of paintings and watercolors created by contemporary French and Italian figurative painters. During his long career, he frequently met numerous artists, often in the salons where he exhibited (the most famous being the Salon des Indépendants in Paris), with whom he maintained a fruitful custom of mutually exchanging works. The collection was later expanded by the Municipality starting from the 1980s, with works by interesting local authors such as Marcello Cammi and ‘Barbadirame’ (Mario Raimondo) and this effort to enlarge and enrich it continues today.
Already exhibited at the former Town Hall, the civic Administration, with the support of the Province of Imperia, decided to reinstall it in the newly restored spaces of Palazzo Doria Garoscio, where most of the municipal cultural services are housed.
